Claudia Powell is a strategic, people-centered change leader with 20+ years of experience in the Jamaican public sector. As Director of Organisational Development and Change Management at the Ministry of Justice, she leads transformation initiatives that strengthen institutional capacity, drive performance, and embed a culture of innovation across justice sector entities.
Claudia holds a Master’s in International Affairs, a BSc in Political Science and International Relations, and is currently pursuing an LLM. She is a certified PROSCI® Change Practitioner, skilled in applying structured, scalable change approaches.
Her leadership approach is rooted in empathy, inclusion, and trust. She designs and facilitates change forums, capacity-building sessions, and stakeholder engagements to foster ownership and alignment with national priorities.
